Vagabonds into Trophy final after Nomads win

Vagabonds B beat a young-looking Southern Nomads team 34-5 at Ballafletcher on Saturday to secure a place in next week’s Shimmin Wilson Manx Trophy final which, by coincidence, will be against Southern Nomads.

Nomads got off to a flying start and when Adam Young wove his way through the Vagabonds midfield, the defence was stretched. Quick ball was shipped right where Harry Brereton’s clever dummy created just enough space for Glenn Buckley to squeeze over in the corner for a 5-0 lead.

Vagabonds, however, hit back right away and when a Nomads’ clearance found its way to Andy Pease, his pace was too much for the Nomads’ chasers and he leveled the score with a well-taken solo try.

Five minutes later Vagas took the lead. Once again, a Nomad error gave Vagas field position and the ball was spun quickly along the Vagas backline to right wing Steve Gawne who finished it off for a 10-5 lead.

Sam Liver made it 15-5 20 minutes in again prospering down the right flank. As half-time approached Vagas effectively killed the game off with tow quick tries. The first, was some opportunistic broken field play which saw second row Ben Sharples canter in and the second was a driving maul which saw game skipper Matt Rockwell emerge from under a pile of bodies with the ball.

Jonny Beckley converted one of these to leave it 27-5 at the break.

A Nomads comeback from a 22-point deficit always looked unlikely and 13 minutes in it became mission impossible. Vagas opted to play a little tighter going onto the wind and as their forwards rumbled for the line and Luke Purdy crashed over for the try which Mark McGreal converted.

An improved Nomads defensive effort meant the remainder of the game was scoreless.

Kennaugh close to Cavendish’s best

Peter Kennaugh made a rare but welcome appearance in a local event on Wednesday evening in round three of the Conister Bank 10-mile time trial league and came very close to Mark Cavendish’s local record.

The Team Sky rider recorded a time of 20min 17sec for the out-and-back Ballamoar course, nine seconds short of his former team-mate’s 20.08 recorded in 2007 shortly after his Tour de France debut.

There was no shortage of talent in last week’s event, Great Britain Olympic Academy rider Joe Kelly second quickest in 21.30, while Tom Black (Manx Viking Wheelers) was first of the league regulars in 21.59. Star juniors, Josh Knights and Jake Kelly (both MVW), limbered up for the IoM Youth Tour in fourth and fifth spots with times of 22.12 and 22.28 respectively.

Again, the contest for veteran honours was keenly fought between Gary Johnson (Team Manx Telecom), Gianni Epifani (MVW), Marty Warren (MVW) and Rob Cormode (TMT), with three seconds blanketing the latter three.

Matthew Bostock (Royal London 360), who recently came to within 17 seconds of Chrissie Harrison’s u15s record for 25 miles from 1988, topped the juveniles in a strong 23.16.

Laura Wasley (MVW) dipped under 25 minutes to lead the women’s class in 38th place overall, but the chasers are edging that little bit closer with Anna Christian (MVW) 46th in 25.27, and Natalie Arrowsmith (TMT) and Ali Clague (Ellan Vannin/Appleby) joint 50th in 25.50.

Government reshuffle announced

Chief Minister Allan Bell has today unveiled a reshuffle of government jobs.

The ministers keep their jobs but lower down the government pecking order things have changed.

Department of Community, Culture and Leisure: Both sitting members are leaving. They are Laurence Skelly MHK (Rushen) and Juan Turner MLC. Geoff Corkish MLC and David Quirk (Onchan) are joining in their place. The minister is Graham Cregeen (Malew and Santon).

Economic Development: Geoff Corkish and Alex Downie MLC leave. Howard Quayle (Middle) and Richard Ronan (Castletown) join. The other members, Laurence Skelly, Alan Crowe MLC and Tony Wild MLC, continue their roles. The minister is John Shimmin (Douglas West).

Education and Children: No changes. Tony Wild and Juan Turner continue in their posts. The minister is Tim Crookall (Peel).

Environment, Food and Agriculture: Kate Beecroft (Douglas South) and Brenda Cannell (Douglas East) continue in their roles. They are joined by Juan Turner. Phil Gawne (Rushen) is the minister.

Health: Dudley Butt MLC stays. Bill Henderson (Douglas North) replaces Leonard Singer (Ramsey). The minister is David Anderson (Glenfaba).

The changes follow the recent retirement of Eddie Lowey and David Callister from Leg Co and the election of Michael Coleman and Geoff Corkish to it.

Other roles have also changed, subject to approval by Tynwald later this month.

The new chairman of the Manx Electricity Authority will be Howard Quayle, if Tynwald approves the move. He will replace Eddie Lowie. John Houghton will carry on as vice chairman.

There will be no changes at the Post Office, where Geoff Corkish will stay on as chairman and Richard Ronan will remain vice chairman.

Water and Sewerage Authority: John Houghton stays as chairman, David Quirk replaces Bill Henderson as vice-chairman.

Office of Fair Trading: David Quirk continues as chairman. Michael Coleman takes over as vice chairman from David Callister.

Public Sector Pensions Authority: Alfred Cannan (Michael) continues as chairman. Juan Turner replaces Leonard Singer as the second employers’ representative.

Planning Committee: Laurence Skelly replaces Howard Quayle as chairman.

Whitley Council (Employers’ side): Alfred Cannan continues as chairman. Phil Gawne retains his position as a member, while Juan Turner replaces Peter Karran as the other member.

Civil Service Commission: Alfred Cannan stays as chairman. Juan Turner replaces Dudley Butt as vice chairman.

Tynwald Advisory Council on Disabilities: Geoff Corkish continues as member.

Zac Hall (Onchan) remains without a government job.

The amount of money a member of Tynwald takes home depends on the jobs they have within government.

A member of a department gets 30 per cent more than a Member of Tynwald’s salary, which is £37,822 basic, taking their salary to £49,168.

Members of Treasury get 40 per cent more and ministers get 50 per cent more, while the Chief Minister gets 80 per cent more.

Inflation rate stays at 3.3%

THE Isle of Man’s inflation rate was unchanged in April.

The cost of living, as measured by the Retail Prices Index, was 3.3 per cent, the same as in March.

Excluding housing costs, it increased to 2.9 per cent from 2.7 per cent the month before.

The inflation rate measured by the Consumer Prices Index, which excludes mortgage interest payments and household expenditure such as buildings insurance, stayed at 1.9 per cent.

A closer look shows that food is 5.3 per cent more expensive than a year ago.

Fish has gone up by 24.3 per cent over the year, cheese by 11.1 per cent, vegetables by 17.5 per cent and potatoes by 15.3 per cent. In contrast, eggs got 3.6 per cent cheaper and bacon dropped 4.3 per cent.

Fares and travel costs have risen by 5.4 per cent over the year, with bus and coach travel up by 8.7 per cent, sea travel up 2.4 per cent and air travel 6.8 per cent.

Tobacco rose 10.2 per cent, alcoholic drink by 1.4 per cent, housing by 5.1 per cent and motoring expenditure by 1.7 per cent over the year, although it was 0.1 per cent cheaper than in March.

RPI rose 3.3 per cent in March in the UK. April’s figure has not been released.

Mountain Road to remain open

The Mountain Road will remain open as the day’s poor weather has forced Department of Infrastructure plans to undertake signage work to be put on hold.

A decision on tomorrow’s (Thursday) closure, due to take place between 9.15am and 4pm, will be taken at 8am.

The Snaefell Mountain Railway has also been a victim of the weather and has been cancelled for the rest of the day due to high winds and poor visibility.

Services will resume tomorrow (Thursday), weather permitting.

Landlords not happy about new proposals

Proposed new legislation to regulate private landlords is not being given sufficient consultation time a spokesman for the newly formed Manx Landlords’ Association has said.

Stephen Moore, a committee member for the group which had its inaugural meeting last week, said around 60 of the island’s landlords had attended but despite this there had been inadequate publicity and they were still meeting other landlorsds who had no idea of the new proposals.

‘Something which seems to have been forgotten is that landlords are invistors and there is a big industry involved in it. There are many people whose employment is supported by this, including letting agents and estate agents as well as trades people like electricians, plumbers, joiners.

‘We have not been accepted as an industry making a significant and worthwhile contribution to the exchequer,’ he said.

The proposed new legislation lays down certain minimum standards for rented housing regarding issues such as insulation, double glazing, central heating, window locks.

But Mr Moore said only a small percentage of the private rented sector did not comply with most requirements and the legislation was based on Scottish law which had failed to achieve its objectives.

One problem, he said, was that some properties would be difficult to make compliant, such as those within conservation areas which were not allowed double-glazed windows and older properties which were more difficult to insulate.

In addition he said the proposed new law included draconian penalties for non-compliance with a possible six-month prison sentence or a maximum £20,000 fine.

He said there was also a register of private landlords proposed and they were to complete a questionnaire.

‘The first question on the proposed register asks about convictions for sexual, drugs or fraud offences,’ he said.

‘It’s really not a way of attracting investors to the island.’

He also said the new proposals were very heavily weighted in favour of the tenants without offering anything to the landlords.

‘We are comcerned that there is no balance. Someone seems to have looked at what the landlord should do bot not what the tenants’ responsibilities are in return,’ he said.

In particular he cited the hurdles faced by a landlord wanting to evict a non-paying tenant. The next meeting is at the South Douglas Old Friends Club at 7.30pm on May 14.

A chance to watch artists at work

From today you will have the opportunity to watch artists at work.

The Western Open Studios and Art Trail (WOSAT) will take place in Dalby, Patrick, Glen Maye, Peel and St John’s from today until Sunday May 12.

You will find artists at work in their own studios, art exhibitions in public venues and an art trail of retail outlets hosting displays of work.

The Creative Network is an island-wide, cooperative group of artists working together to promote visual arts in the Isle of Man.

This is the network’s latest major public event, showing the work of 46 artists in 30 assorted venues in the west of the island. It builds on the success of the inaugural WOSAT last year when 1000 visitors took to the trail.

Lieutenant Governor Adam Wood will officiate at the formal weekend opening event at 10am on Saturday, May 11, at the Isle Gallery in Tynwald Mills.

Visitors will be able to follow the new trail to meet artists and see their work in every form and medium, such as sculpture, painting, drawing, photography, wearable art, textile art, mixed media, ceramics and wood carving.

Seven resident artists in Peel, St Johns, Glen Maye and Dalby are going to open up their individual private working spaces, studios and workshops to the public. Many more artists, compared to last year, will hold demonstrations and workshops in the Corrin Hall, Peel, Patrick Church and The Isle Gallery, Tynwald Mills.

Bear Grylls to drop in on Isle of Man Scouts’ activity day

Adventurer Bear Grylls will be dropping in – literally – on a Scouts’ activity day at Peel beach on Saturday.

The UK’s Chief Scout will arrive by helicopter at around 2.30pm to visit the event and see what scouting in the Isle of Man is all about.

The event will be running from 1pm to 3.30pm and will include sand castle building, coasteerng, kayaking and raft building.

It will be only be a flying visit for Bear, however, as he will soon be off to the next stop on his tour of the North West Scouting region.

Now a household name for his books and television series, Bear found fame in the late 1990s when he conquered Mount Everest at the age of 23 – just 18 months after breaking three vertabrae in a parachuting accident.


Solway Harvester wreck won’t be scrapped before Isle of Man TT

The rusting wreck of the Solway Harvester will be broken up this year - but it won’t be scrapped in time for the TT.

Infrastructure Minister David Cretney was questioned in the House of Keys about why the eyesore remains of the trawler were still in Douglas harbour.

Mr Cretney, replying to the question from Leonard Singer (Ramsey) explained that it had always been his department’s intention to being the process of scrapping the vessel early in the 2013-14 financial year - and this remained the case.

He said: ‘Ever since the Solway Harvester sank on January 11 2000, the department has recognised the need to deal with issues surrounding the vessel with sensitivity and understanding.

‘This had been particularly the case when determining how to proceed once it became clear in mid-2012 that any legal action in the Scottish courts by the families would not require the vessel to be retained as evidence.’

Mr Cretney said the families had been advised, through their lawyer, in October last year of the department’s intention to arrange for the Solway Harvester to be scrapped in 2013.

‘This work requires the retaining of a suitably experienced contractor in accordance with financial regulations. Due to the time required to engage a contractor, the need to allow the January anniversary to pass and budgetary constraints, it was always the department’s intention to start the process early in the 2013-14 financial year.’

Mr Singer asked if the wreck would still be there during the TT. Mr Cretney replied that unfortunately it would not be disposed of before then.

‘I will fall on to my sword if I was wrong’

A Minister told MHKs he will ‘fall on his sword’ if he is found to have acted inappropriately over the Sefton bail-out.

The House of Keys was once again dominated by questions over the government’s deal to loan £1.3 million to the debt-ridden plc and to buy and lease back the Middlemarch site on Lord Street, Douglas.

Economic Development Minister John Shimmin, quizzed over his role in the bail-out, pointed out that the whole issue had been referred to Tynwald’s economic policy review committee.

He told the Keys: ‘If I have acted in any way inappropriately then I will fall on my sword.

‘If there has been a technical mistake or a legal mistake that we will find it.’

Mr Shimmin said the loan of £1.3 million and an earlier one of £450,000 were exactly the kind of purpose for which the Enterprise Act had been introduced.

He said he was satisfied the act, which enables his department to provide grants to eligible businesses, was fit for purpose and was likely to remain so for the foreseeable future.

Peter Karran (Lib Van, Onchan) asked him to circulate a copy of the legal advice that had been given to the department.

Mr Shimmin replied that Mr Karran was ‘more concerned about getting heads rolling and things to fail’. But he said that if there were lessons to be learned they will be learned.

‘The idea is to learn and move forward rather that this blame game,’ he told MHKs.

The Minister gave more details about the buy and lease back of the Middlemarch site - and revealed that a second company had also been given the option to buy the plot.

He insisted that the deal had been the best on the table.

Mr Shimmin said the government would have like to have had further safeguards but ‘if we had pushed for that then the deal would have collapsed.’

He explained that the Sefton Group was leasing back the site on a five year lease, with the company responsible for all out-goings.

The property was being let at a rent of £160,000 per year exclusive, paid quarterly in advance. He confirmed the first quarter’s rent has been paid.

Mr Shimmin said the Sefton Group’s option to buy the site back lasted for five years.

But in parallel with this, and due to an existing covenant on the land in respect of car parking, there is also an option to Twickenham Ltd, the covenant owners, to acquire the plot on the same terms.

This option follows the expiry of the Sefton’s one and lasts for a period of three months.

The Minister said if neither of these options is taken up, the government then has the right to require the site be bought back by the Sefton Group. This option lasts for a further five years.

He said the price in each case would be the purchase price of £3.2 million plus inflation.

‘In this manner, the taxpayer is protected from any fall in value of the site while the Sefton Group and Twickenham have the clarity they require,’ he said.

Alfred Cannan (Michael) asked why the government hadn’t simply purchased the site given its strategic importance for development.

Mr Shimmin conceded this was something the government could have done in theory. But he said the Sefton Group was still ambitious to develop the area.

New name for Collins Stewart

Road collision tot in ‘serious’ condition

A toddler involved in a serious traffic collision remains in Alder Hey Hospital, in Liverpool, police have said.

Inquiries into the incident are continuing.

It happened at about 5.15pm on Saturday in Derby Square, Douglas, and involved a red Peugeot.

The child, aged three, was taken to Noble’s Hospital before being transferred.

High-flier MHK takes to the skies again

An MHK’s career has really taken off again after he was sacked from the government.

Onchan MHK Zac Hall has confirmed he is back in the cockpit after resuming his previous job as a pilot for a commercial airline.

In his election manifesto he said he was ‘putting his own career as an airline pilot to one side’ in order to contest the Onchan seat.

He told the Manx Independent that he was back flying on a part-time basis.

Mr Hall said: ‘I can confirm that I am maintaining my interest, experience and currency in flying as a commercial pilot on a part-time “ad-hoc” basis since December 2012. I make no further comment on the matter.’

He said it went without saying that he would continue to serve his constituents’ interests despite resuming his old career.

Mr Hall was first elected to Tynwald in the 2011 general election as a Liberal Vannin candidate.

When the Chief Minister first unveiled his Government of National Unity, he was given a post as political member in the Department of Education and Children.

But in April last year he was sacked from that department for failing to support then minister Peter Karran – leader of Liberal Vannin – over the policy to privatise the state-run pre-schools.

Mr Hall was also suspended and then expelled from the Liberal Vannin party for ‘undermining the reputation of the party’. He said the episode caused much stress and anxiety at a time when his wife was expecting their first baby.

Following this week’s mini-reshuffle, he remains the only Tynwald member with no government role.
