Top stars in the island for this evening’s TT launch

John McGuinness, Michael Dunlop and Ian Hutchinson will lead a host of top name competitors at the 2016 TT launch this evening (Thursday) at the Villa Marina.

Many of the burning pre-season road racing questions will start to get answered at the launch, hosted by TV commentators James Whitham and Steve Parrish.

The presenters will be taking questions from the public via the TT’s official Twitter account (@iom_TT) while fans can follow the event worldwide with the chat show streamed live on the TT’s official YouTube channel.

A number of riders are with new teams and manufacturers this year, notably Hutchy who has switched to the TAS Racing BMW team with whom he made a good debut in the first round of the British Superstock series last weekend at Silverstone.

Also favouring BMW is Michael Dunlop who will again race for Stuart Hicken’s Hawk Racing outfit.

McGuinness, Conor Cummins and Steve Mercer were forced to retire from the Le Mans 24-hour World Endurance event at the weekend on the Jackson Racing Honda, but John and Conor will line-up together for the third successive TT as Honda Racing team-mate this year.

Also in the island for this evening’s launch is Penz13.com’s Gary Johnson and Dean Harrison, now with the Silicone Engineering team, while the latter’s Sarolea TT Zero team-mate Lee Johnston remains at East Coast Construction for the conventional classes.

James Hillier remains with Quattro Plant Kawasaki, while rising start Peter Hickman will also be Kawasaki is to represent the GBMoto outfit.

William Dunlop, Ivan Lintin and Ozzy David Johnson will be talking about the Norton challenge that he’ll be spearheading.

Veteran campaigner Ian Lougher is back to the TT proper after a two-year absence on the Swiss-built Suter Racing 500 two-stroke for the Senior, while arch-rival Ryan Farquhar has switched to the Tyco BMW team. Michael Rutter will also be on a BMW, backed by Bathams.

Dave Molyneux is back with fellow Manxman Dan Sayle for the TT. They made their racing return together at Le Mans last Saturday where they had to settle for fifth in the inaugural F2 World Trophy round after suffering a slow puncture in the chair wheel that caused them to have several spins.

They will be joined on stage at the Villa by 2015 double race winners Ben and Tom Birchall, Tim Reeves/Patrick Farrance, John Holden and the back from injuryAndy Winkle and Conrad Harrison with new passenger Dean Kilkenney.

High-profile TT newcomers will be introduced for the first time. Former World Superbike rider Alex Polita, a former European Superstock Champion, is travelling over from Italy for the evening, while British Supersport podium regular Ben Wilson will be revealing his thoughts on his up-coming TT debut.

Bell signs deal on company ownership

Chief Minister Allan Bell has signed a deal with the UK to speed up the supply of information on the real ownership of companies.

Under the agreement the Isle of Man has committed to establishing and maintaining a central electronic register of information that will allow accurate and current information to be provided to law enforcement and tax authorities as quickly as within one hour in urgent cases.

The signing took place in London on Tuesday between Mr Bell MHK and the Financial Secretary to the UK Treasury David Gauke MP.

While the deal is the result of long and sustained discussions, the signing of the exchange of letters comes a day after David Cameron made a statement in the House of Commons in the wake of the Panama Papers leak.

He told MPs: ‘For the first time, UK police and law enforcement will be able to see exactly who really owns and controls every company incorporated in these territories. Cayman Islands, British Virgin Islands, Bermuda, Isle of Man, Jersey – the lot.’

In fact, the Isle of Man has led the way on tax information exchange and in 2011 became one of the first small jurisdictions to introduce automatic exchange on information relating to personal savings income. Under the FATCA-style deal signed in 2013, disclosure was extended to include companies and trusts as from this year.

The Chief Minister welcomed the agreement: ‘The Isle of Man has a strong track record of compliance with international standards and has continued to work with the UK to help set an example for a global solution to tackling corruption, money laundering, terrorism financing and other serious and organised crime.

‘A truly global approach to tax transparency and information sharing is needed and the Isle of Man is committed to playing its part in efforts to achieve meaningful progress.’

While Mr Bell has signed up to central register on beneficial ownership, he says making the register public is a red line which he will not cross.

The Panama Papers, an unprecedented leak of 11.5 million confidential documents, have lifted the lid on how the global elite, including public officials, hide their money from public scrutiny.

They provide detailed information about offshore companies listed by the Panamanian corporate service provider Mossack Fonseca, including the identities of shareholders and directors of the companies.

Spring handicap road race this evening

People in the island will have a once-in-a lifetime opportunity to see and be pictured with the impressive Davis Cup Trophy up close and personal when it visits the Isle of Man on Sunda, April 24.

Following the historic win by the British Davis Cup Team last November, the first time in 79 years, the Lawn Tennis Association has announced the launch of the Davis Cup Trophy Tour across Britain.

The Trophy will be displayed at Douglas Lawn Tennis Club on Kensington Road between 9am and 5pm. Douglas LTC will also be running a number of events free for all to attend.

To mark the event an inter club Davis Cup style competition will be held in the morning. Teams from local clubs will compete in both singles and doubles.

The afternoon will take the form of an open day where the public can have a go at playing tennis between 2pm and 5pm. LTA coaches will be involved in running taster coaching sessions for adults and children as well as some fun tennis related activities, including finding the fastest serve.

Douglas Lawn Tennis Club alongside Ramsey Tennis Club were also selected to deliver an LTA free six-week Tennis for Kids course as part of the Davis Cup Legacy programme.

Tania Thomas, Isle of Man LTA Davis Cup Legacy coordinator and Douglas LTC Secretary, said: ‘We are thrilled to have been chosen to be a part of this very special Davis Cup Trophy Tour.

‘What a great way to celebrate Davis Cup victory and to thank all the supporters and volunteers! We are delighted to be working with LTA to inspire more people to pick up the racket and even come to love the sport for life.’

Planned reforms of public sector pensions ‘flawed’

Five backbench MHKs have joined forces to express their disquiet over proposed public sector pension reforms.

The proposals, which will be the focus of a key debate in Tynwald next week, would see staff across the public services paying up to 50 per cent more in pensions contributions for reduced future benefits.

But five MHKs - Alfred Cannan (Michael), Ralph Peake and John Houghton (Douglas North), Leonard Singer (Ramsey) and Graham Cregeen (Malew and Santon) - say the plans are flawed and would expose the taxpayer to unacceptable levels of financial risk.

In a letter to iomtoday they write: ‘The key challenge of dealing with the rising liabilities of Public Sector Pension schemes remains at the core of the government’s battle to sort out its ongoing fiscal deficit.

‘Whilst we welcome the efforts that are being made to deliver a solution to the £3bn deficit we must make clear our opposition to the latest proposals which ask the taxpayer to sustain an increase in pension payments from £44m in this financial year to over £100m in the next six years.

‘The current set of proposals will do little to quell the growing sense of pension apartheid that is slowly dividing society. Not only that, but the proposals, based largely on growth in government revenues, present significant risks in the event of slow or negative economic growth.’

The five MHKs say the latest proposals pay ‘scant attention’ to more sustainable and fair options, including closing the schemes to new entrants.

They say: ‘Closing the schemes to new entrants and “debt managing” the liabilities may be one option that will lead to a better outcome for our island.

‘The current proposals are flawed and should not be accepted. This is a bad deal for the employees, a bad deal for government departments and most certainly a bad deal for the taxpayer. With an election looming, the public should be entitled to have their say at the ballot box.’

Current government funding is £89.29m which is made up of £44.4m from revenue - the taxpayer - plus £44.89m from the Public Sector Pensions Reserve.

But the Reserve is being drawn down until it is empty by 2023-24 and so the impact on the taxpayer increases every year from £44.4m to £115.02m in seven years’ time and to £155.94m by 2034.

Mr Cannan told iom today that this was not an attempt to kick pension reform down the street until after the general election.

Meanwhile the Prospect union is lobbying Tynwald members ahead of the key vote, urging them not to rush a decision but negotiate a sustainable solution which ‘restores trust and credibility’.

Angela Moffatt, negotiations officer, said: ‘There’s a crisis of confidence. The bulk of our members are earning under the national average wage, and over a third earn under £20K a year. They are being priced out of a pension.

‘I think we are sticking our heads in the sand, if we think that this problem is not going to continue, and indeed get worse.’

The Cabinet Office accepts that the proposed reforms will do nothing to address the ‘legacy’ funding gap relating to members who have already retired.

Its report rules out closing the current scheme to new members as this would require significant extra funding from government.

Manx model walks runway in UK contest

Isle of Man security officer Tony Foster took to the runway to compete against male models from all over the world in a competition in London.

The 20-year-old Courthouse bouncer, from Ramsey, made it to the grand final of Top Model Worldwide held at the Hilton London Metropole Hotel.

Tony was up against 17 male models from countries across the globe, including South Africa, Canada, Jamaica and Pakistan all vying for the Top Model Worldwide title.

All competitors had to walk the catwalk in three different outfits: designer, suit and swimwear.

Unfortunately, Tony didn’t win the accolade but was voted ‘Most Fanciable Male’ by the female models.

Talking about the grand final he said: ‘It was good! It was a new experience, as you can imagine. I’d certainly do it again.’

Tony first started modelling in 2014 and Top Model is the first modelling contest he has taken part in. He has modelled for Isle of Man clothing company Windsor & Wales and is signed to Flair Talent Model Agency, Total Talent and PurplePort.

He said: ‘I’ve just got back [from the competition] so I’ve just sorted out one job but I want to continue modelling.’

The Ramsey man will be working with Bee Fashion Company from American and has plans to work with MLF Photography, who he met at the competition,in the near future.

Flight diverted

A flight from Ronaldsway to London City had to be diverted to Southend last night.

British Airways flight BA3287 with 31 passengers on board was diverted after a warning light came on in the flight deck.

The Saab 2000 landed safely at Southend.

The return flight to Ronaldsway was cancelled.

A BA spokesman said: ‘Our service diverted to Southend following a technical issue where it landed safely last night.

‘A thrust warning light illuminated in the flight deck. Because of the steep approach restrictions at London City it is normal procedure to divert to an airfield with a longer runway as a precaution.

‘We are sorry for the delay to our customers’ travel plans.’

You cannot say you’re Manx in the census

Census forms currently being delivered to households in the Isle of Man do not have the option of putting ‘Manx’ as a nationality.

We have to say ‘British’ because that’s the internationally recognised nationality.

The issue has caused consternation on social media and this week’s Manx Independent includes a letter about the issue.

The forms should be filled in on Sunday, April 24.

Census project manager Adam Smith said: ‘All households in the island are asked to complete the census form on the 24th either by filling in the paper version that is currently being distributed or online.

‘This census will be the first to offer online completion. Every home will still be provided with a paper version of the form, but it will come with a unique online code that will allow them to access the online form.

‘The online form will guide households through the questions they should be answering, prevent questions from being missed and can be completed more quickly and accurately than the paper version.”

Help will be available on line and at the Census Office.

The Census Office, located in the Welcome Centre in the Sea Terminal, will be available to assist the public by phone and email as well as respond to personal inquiries.

Residents who would like to complete their return online but are not confident using the internet can visit the Census Office, and be helped through the process.

Households may also request assistance in their homes. A census officer will be able to visit and help them complete the form from April 25 until May 6. Support will be available for those whose first language is not English.

After May 9 reminders letters will be sent and the census team will visit all properties that have not yet completed and returned the census form.

The census results, including an accurate count of the island’s population, will be used to help government, local authorities and businesses plan services for the future.

The Isle of Man has held a full census every ten years since 1821.

In addition, since 1996 a shorter interim census has been carried out at the halfway point between the full censuses.

Pension changes mean making claims to UK as well

Pauline Smith, chartered accountant and managing director of Greenwave Accountants, based in Colby, explains how the planned changes to claiming state pensions may affect you.

What is changing?

For people who have worked in both the Isle of Man and UK, and reach state pension age after April 6, 2016, the way they claim their state pension is changing.

Currently if you live in the IoM after reaching state pension age, your pension is paid from the IoM.

From April 6, 2016 you will need to make a claim to the IoM and a separate claim to the UK.

This only affects people that reach state pension age after April 6, 2016 and have worked in both countries. There is no change for those who have already reached state pension age before April 6, 2016, even if they have deferred their pension.

What do I do?

If you reach state pension age after April 6 you will need to make a claim to the IoM in regard to your I0M pension and the UK in relation to your UK pension.

This will also affect those who now live in the UK but have spent time working in the island, as they will need to make a separate claim to each country.

So if you know anyone in the UK who will be affected, they should make a claim for their I0M pension.

If you are unsure whether your time working in the UK entitles you to a UK pension you can contact the I0M office for advice.

It can take up to two years for your NI record to be transferred from one country to another, so if you worked in the UK for less time than this, you may not need to make a separate claim.

What will I receive?

If you are affected you will now have two separate entitlements to the state pension and will receive a proportion of the I0M and UK pensions relevant to the number of years you contributed in that country.

The UK pension will be paid gross from the UK (without deduction of UK tax) and you must declare the two state pensions on your personal tax return.

Whilst contributory years in either country cannot be transferred, they can be used to ensure you qualify for the state pension. Currently the UK requires a minimum of ten years contributions in order to qualify.

If you fall short of this you can use your island contributing years to qualify, but they do not increase your entitlement.

Although you must make two separate claims to the UK and IOM, if you experience difficulties with the UK authorities you can contact the I0M office for help.

In addition they have identified those people retiring soon who might be worse off due to these changes and they will be able to claim a top up payment through a transitional scheme.

If once receiving your pensions you believe you are worse off than if you had received your pension solely from the Isle of Man, you can contact the Isle of Man office and they will advise you if you can make a claim under this scheme.

However, the majority of people will be slightly better off as they are now receiving a proportion from both countries rather than simply the maximum from one.

I’m not retiring soon so does this affect me?

If you have worked in both the I0M and UK you can request a pension forecast from both countries to see if it is worthwhile making a voluntary contribution in either country.

There are a number of rules about making the voluntary contributions.

They generally can’t be made to both countries in the same year, but you can obtain further information from the island office.

To get a pension forecast from the I0M the contact number is 685432 and for a UK pension statement the number is 0345 3000 168.

The Manx Pension Supplement is not affected by these changes in any way and the same rules continue to apply.

Football: FA side to face Everton u21s

The Isle of Man FA’s senior representative side will play a glamour friendly against Everton FC’s under-21s at the Bowl on Saturday, May 7.

Tickets, which are priced at £5 for adults and £2 for concessions, will be available from Intersport and the Isle of Man FA offices at the Bowl early next week. The game against the Toffees’ youngsters will kick-off at 6pm.

The fixture follows last April’s friendly against a Leeds United academy side, which ended 1-1.

Exterminate!

Three Douglas Bra Dashers have turned to Doctor Who to illustrate Breast Cancer Now’s pioneering work to stop the deadly disease.

Carolyn Johnson, Jude Carey and Julie Bradley will be donning pink ‘braleks’ for Friday’s event.

It’s not the first time they have been recognised for their fantastically creative Bra Dash outfits – in 2011 they revved up the Douglas Dash with Sheila’s Bra Car and in 2014, took to the streets in a bright pink ‘boob sleigh’.

Carolyn, who lives in Governor’s Hill, Douglas, is a regular Bra Dasher.

She told Island Life: ‘After making the “boob sleigh” for 2014 we caught on that the bigger the outfit the bigger the donations and sponsorship we received.

‘I think the idea process went something like this: heard a comment about Breast Cancer Now working to eliminate cancer, which then turned into exterminate cancer, which turned into daleks and with it being Bra Dash they then turned into pink daleks, who then became “braleks”.’

The outfits, with technical help from Alan Skillicorn, were built over a three-week period.

‘The bases are too wide to fit through the doorways in my house so we had to wait for non rainy days to carry out some of the work outside,’ Carolyn said.

‘They are made from many TV cardboard boxes, plastic laundry baskets, various plastic wine glasses, papier mache and of course lots of pink paint.’

Tomorrow (Friday), the Douglas Dash will get underway from the Marks and Spencer car park entrance, in Drumgold Street, at 1.15pm.

The Castletown Dash starts 15 minutes later (1.30pm) from the town square.

On Saturday, Ramsey Dashers will leave from Parliament Square at 11am.

And finally, Peel Bra Dash starts at 1pm from the Market Place.

At each of the four Bra Dashes, those who take part dressed up in teams of four or more could win £50 sponsored by Lloyds Banking Group.

It is also sponsoring prizes for the fastest dasher (£25), best dressed dasher (£25), and best dressed child (£10).

This is the Bra Dash’s 12th year and has raised more than £170,000.
