Keys back bid to remove LegCo rights over election of Chief Minister

A private member’s bill that would ensure only MHKs vote to elect the Chief Minister won unanimous support in the House of Keys at its second reading.

Michael MHK Alfred Cannan told the Keys that his bill was a simple change in legislation that would ‘move the balance of power entirely to the publicly-elected chamber’.

‘It restores the primacy of the House of Keys.’ he said.

His bill was seconded by Ramsey MHK Leonard Singer who described it as a ‘small but very important constitutional change’.

Bill Malarkey (Douglas South) said it was a ‘step in the right direction’. He said people are astonished that MLCs as well as MHKs elect the Chief Minister currently.

Douglas West MHK Chris Thomas said that there was no other parliament in the world where ‘a quarter of people who choose the Chief Minister are unelected’.

Infrastructure Minister Phil Gawne (Rushen) said the bill was ‘timely’.

But Chief Minister Allan Bell warned about unintended consequences. ‘The road to constitutional hell is paved with good intentions,’ he told MHKs.

He said the principle behind the bill was sound and something which was difficult to argue with.

But he said there is already a review underway into the future shape of Tynwald, including the role of the Legislative Council which could make this bill redundant or complicate matters. He said it could report back with a recommendation for a unicameral chamber, which he personally supported.

But in the meantime, a working arrangement had to be found between the two arms of parliament, the Keys and LegCo. ‘Bear that in mind before you rush headlong into constitutional changes which seem to be popular on the surface. Just think what the consequences might be,’ he urged members.

Peter Karran (Lib Van, Onchan) said this was ‘not about being popular, it’s about what’s right.’

Home Affairs Minister Juan Watterson (Rushen) expressed concern about the provision in Mr Cannan’s bill that a two thirds majority would be required for any motion of no confidence in a Chief Minister. Mr Watterson said that would make the Chief Minister ‘bullet proof’.

LibVan leader Kate Beecroft said the bill provided for ‘greater democracy’. She agreed that the majority required for a vote of no confidence was a high hurdle and suggested it should be a two thirds majority of members sitting at any one time.

Mr Cannan insisted a two thirds majority was required. ‘It’s a serious vote that is likely to involve at least one Minister,’ he said. He received unanimous support for his bill, with 23 MHKs voting in favour.

Senior Scotland call-up for Tierney

Manx-born Celtic footballer Kieran Tierney has been called-up to the senior Scotland squad for its forthcoming friendly with Denmark .

The 18-year-old has enjoyed a stellar breakthrough season for the Bhoys, making the left-back spot his own at Celtic Park. Tierney will now get the chance to impress on the international stage after Gordon Strachan named him in his 19-man selection for the game at Hampden Park on March 29.

Tierney was in the island earlier this week, speaking about speculation on a potential call-up he said: ‘I’ve played for the under-18s and u19s maybe four or five times so to jump up to the senior team would be remarkable.’

Tierney is not included in Strachan’s squad for the earlier game of the international break against the Czech Republic on March 24. The former Coventry boss is using the two fixtures as an opportunity to try out a number of different players ahead of the World Cup qualifiers later this year.

Charities aim to attract more volunteers

A volunteer recruitment event aimed at attracting more volunteers to the island’s charities took place at Tynwald Mills on Saturday.

The event saw organisations such as the Live At Home Scheme, Bowel Cancer Isle of Man, PrisonWorks and Crossroads come together.

The aim was to provide more information to anyone interested in volunteering with any of the island’s good causes in their spare time and help them find which one might suit their interests.

This was the first year that the recruitment place has taken place at Tynwald Mills with the previous year’s event taking place in the Sefton Hotel garden room.

The recruitment event was part of the annual Isle of Man Volunteers’ Week which ran from February 29 to March 5.

This annual event organised by the Isle of Man Volunteer Week Committee.

Volunteer Week also aims to celebrate the impact that volunteers have on the health and well-being of the Manx community.

Peel commissioners back port identification checks

Peel commissioners are backing a government proposal for more identification checks at the island’s harbours.

The Department of Home Affairs (DHA) launched an online survey in January on the possibility of introducing border identity checks for people travelling to and from the Isle of Man by sea.

The department believes that a requirement for people to verify their identity before travelling by sea would help to combat crime.

A DHA spokesman said: ‘Feedback is still being assessed before the department considers its next step.

‘There have been just over a thousand responses to the public consultation and online survey.’

Local authorities are also being asked for their views on the idea.

At their latest board meeting Peel commissioners were in favour of the proposal.

Commissioner and former policeman Alan Jones said: ‘We used to have a special branch unit with police at all ports.

‘I have never understood the difference between the airport and ports. It’s useful to have an ID check to see who is coming in.

‘The government is losing sight of its duty to protect its citizens, This is a step in the right direction.’

Commissioner Kate Felton asked what checks were in place at Peel’s marina.

Mr Jones said that, currently, the harbour authorities are given a list of who is travelling to the island by each private boat owner but the authority has to rely on the integrity of the boat owner to declare their passengers.

Fellow commissioner Ian Davison said: ‘I used to be a commercial fisherman and a lot of boats come in unchartered.

‘It is nice to see Gary Roberts (the chief constable), has said this is a gaping hole for the Isle of Man.’

Information released ahead of interim census on April 24

Households should this week receive further information about the interim census being carried out across the island on Sunday, April 24.

The update includes advice on what to do if you’re expecting be to away from the island on census night, the delivery and return of census forms, and the new option of completing the form online.

The Isle of Man has held a full census every 10 years since 1821.

In addition, since 1996 a shorter interim census has been carried out at the halfway point between the full censuses.

The results, including an accurate count of the Island’s population, are used to help Government, local authorities and businesses plan services for the future.

Completion of the census form is a legal requirement but the personal information provided is kept confidential for 100 years.

Beach Buddies set for session at Smeale

Beach Buddies will be tackling an important piece of the Isle of Man’s coastline this weekend when they return north to Smeale – one of the island’s main areas for nesting birds.

It won’t be long before seabirds begin nesting along this coastline, so volunteers will be spending a number of weeks removing rubbish which has gathered during the winter, concentrating on the smaller items which can kill or harm birds.

The session starts at 10.30am on Sunday when all equipment will be provided, including litter pickers, gloves and bin bags, with Beach Buddies disposing of the items afterwards and recycling as appropriate.

Organisers wish to publicise their gratitude to two organisations and one individual who have made ‘generous and unexpected donations’ –Ramsey Inner Wheel and Rushen & Western Mann Rotary, and also a resident in Smeale.

Meditation event for parents and children

Let’s Meditate…Anytime Anywhere is an afternoon exploring activities for parents and children to have fun and chill out together.

Ann Stirzaker, a retired teacher will be leading the session. She said: ‘There is a lot of stress these days at school and in the workplace, so it’s great if parents and children can learn to create a more relaxed environment at home.’

The recommended age group for a child to take part is between 7 and 12 years old and all children must be accompanied by an adult. Booking is essential.

Ann, who is visiting the island from the Brahma Kumaris International Headquarters in London, will also be hosting a talk on Saturday at 3.30pm at Thie Rosien Community Centre in Port Erin. ‘Would you know an angel if you met one?’ is a light-hearted look at who or what angels are, and what it may take to become one.

As part of the firm’s rapidly expanding compliance department, Becky is responsible for ensuring that the day-to-day operations are in line with agreed compliance procedures and that all business adheres to the applicable regulations, as well as providing compliance training and materials to both staff and external compliance clients.
